Preheat the oven to 375°F (190°C).
In a skillet, brown the ground beef over medium heat, seasoning with salt, pepper, garlic, and onion powder.
Drain excess fat from the beef and set aside.
In a mixing bowl, whisk together eggs, milk, flour, and baking powder until smooth.
Stir in the cooked beef and half of the cheddar cheese.
Pour the mixture into a greased pie dish.
Bake for 20 minutes or until the edges are lightly golden.
Remove from the oven and sprinkle the remaining cheese on top.
Return to the oven and bake for an additional 10-15 minutes until cheese is melted and bubbly.
Let cool slightly before slicing and serving.
