Preheat your oven to 350°F (175°C).
In a large mixing bowl, combine the shredded chicken and steamed broccoli.
Add the cream of chicken soup and mix well.
Pour in the milk and stir until evenly combined.
Sprinkle in garlic powder, onion powder, salt, and pepper.
Add half of the shredded cheddar cheese to the mixture and stir.
Transfer the mixture to a greased 9x13 inch baking dish.
Top with the remaining cheddar cheese.
In a separate bowl, mix breadcrumbs with olive oil and sprinkle over the cheese.
Bake in the preheated oven for 30 minutes, or until golden brown and bubbly.
