In a saucepan, combine water and butter; bring to a boil.
Add flour and salt, stirring until the mixture forms a ball.
Remove from heat and let cool for a few minutes.
Beat in eggs one at a time until the dough is smooth.
Spoon or pipe the dough onto a baking sheet lined with parchment paper.
Bake for 20-25 minutes until puffed and golden brown.
Allow to cool completely before filling.
Whip the heavy cream with powdered sugar and vanilla until stiff peaks form.
Fill the cooled puffs with whipped cream and drizzle with melted chocolate.
