Spread a thin layer of cream cheese evenly over each tortilla.
Layer slices of deli meat on top of the cream cheese.
Add a layer of spinach or lettuce.
Place thinly sliced bell peppers on top.
Sprinkle shredded cheese if desired.
Starting from one end, carefully roll the tortilla tightly.
Wrap the rolled tortilla in plastic wrap and refrigerate for 10 minutes.
Remove from the refrigerator and slice into 1-inch pieces.
Arrange pinwheels on a platter and serve.
