Preheat your oven to 375°F (190°C).
In a bowl, mix together the flour, baking soda, baking powder, and salt.
In a separate large bowl, cream together the softened butter and sugar until smooth.
Beat in the egg, vanilla extract, and almond extract.
Gradually blend the dry ingredients into the wet mixture.
Add the milk and mix until the dough is soft.
Roll rounded teaspoonfuls of dough into balls and place them onto ungreased cookie sheets.
Flatten the balls slightly with the bottom of a glass.
Bake for 8 to 10 minutes in the preheated oven.
Allow cookies to cool on the baking sheet for a few minutes before transferring them to wire racks.
