In a medium saucepan, melt the butter over medium heat.
Add the minced garlic and sauté until fragrant.
Pour in the heavy cream, stirring constantly.
Gradually add the white queso cheese, stirring until melted and smooth.
If using, add the chopped jalapeño for heat.
Stir in the cumin and season with salt and pepper.
Continue to cook for another 2-3 minutes, stirring frequently.
Remove from heat and let cool slightly.
Transfer to a serving bowl and garnish with fresh cilantro.
Serve immediately with tortilla chips.
